Apparel

USA Volleyball official apparel will be for sale at all locations. Sales are with credit card only. No returns once purchased.

Athletic Trainers & EMT

Certified Athletic Trainers nor an Emergency Medical Technician (EMT) will be on site. Teams are expected to provide their own medical kit for band aids, ice packs, pre-wrap, athletic tape, etc...

Bids Earned at NCRQ

Teams who earn a bid at NCRs Region Qualifier are required to accept the bid earned at the Region Qualifier. Not accepting the bid disqualifies the participants on the team from NCR  sanctioned events for the 24-25 season. (email 2/17/2023)

Bid Winners: will sign Bid Acceptance Form at the conclusion of the match/medals being awarded. Site Director will have this documentation.

Bid Reallocation - Bid Trickle Down

Trickle Down and Reallocation: provides a route for a team that has played in the 2024 NCR Region Qualifier but did not earn a bid to compete at a USAV Junior National Championship. This process takes several weeks over the course of the spring season and usually is completed in mid-May.

24 Hour Deadline: The Region will contact the "next in line - based on NCRQ finish" when a bid is reallocated to the Region or a bid will trickle down. The Region goal is to provide as many NCRQ participating teams an opportunity to compete in USA Volleyball’s Junior National Championships. Team(s) contacted will have 24 hours to make a decision to accept the bid before the next team is contacted

Bid is returned to USA Volleyball: If a reallocated or trickle down is not accepted by any 2024 NCRQ participating teams in the respective age division, the bid is returned to USA Volleyball to reallocate. 

Planning: Please start planning, now, if your team would be interested in a trickle down bid or reallocation bid and communicate with your team participants on your team’s specific plan on whether to accept a trickle down or reallocated bid.

Trickle Down: NCR does not require a team to accept a vacated higher division bid if the team has earned a bid at the RQ in the competitive division it wishes to compete at the GJNC or BJNC.

NCR teams who have earned a bid cannot opt to take a lower division bid should one become available through reallocation or if a bid  was vacated due to a team earning/accepting higher division bid (a team may move up or stay with a bid but cannot move down in bid level)

USA Volleyball Age and Identity Falsification Policy
Any member in question must provide proof of identity and age eligibility if requested by and Event staff member.  The identification must be provided in person and within 10 minutes of the request.
 BRING IDENTIFICATION TO TOURNAMENT
The following constitutes as a proof of identity and age:

  • Current Driver's License or Identification Card
  • Birth Certificate 
  • Current Passport
  • Military Identification Card

Protocol for age or identity falsification will follow USA Volleyball Championship Manual protocols.

Not on Roster but on Team Bench
If a person that is not listed on the official roster for a team and is found present on a team's bench during a match, a roster violation has occurred, and the individual is deemed an illegal participant for that team. The following penalties will be enforced:

  • If caught and verified during a match, the illegal participant will be asked to leave the bench and the team will receive a penalty fine of $500.00 to be paid prior to the start of the next match.
  • If the same individual is caught a second time or another individual is caught during the same event and verified during the match, then the person will be removed from the event and the team will forfeit the current set.
  • On the third verification of an illegal participant on a team bench during the same event, the team forfeits all matches previously played and is expelled from the tournament.

College Coaches Entry

Game Day Operations - Head Coach

Head Coach
-     Find NCR rep (near site director) let him/her know team has arrived
-     Bring warm up volleyballs
-     Work Team Schedule
-     Work Team (have this organized)
-     R2 responsibilities (bring whistle)
-     Official Roster Check will occur prior to every match by the official
-     Clean up after yourselves
-    Bid Winners sign Bid Acceptance Form after conclusion of match/award presentation and before leaving site

Illness

If anyone planning to attend NCR Region Qualifier has any of  the following less than 48 hours before or during the event:

  • fever
  • vomiting
  • chills
  • been exposed to someone with  a communicable disease, virus, etc,,. within 72 hours of the event

to please NOT attend the Region Qualifier out of care and courtesy to other attendees.

Libero, Other Jersey - Uniform Number

AES only allows for one jersey number per rostered player. We understand that a libero may have a libero jersey that is not a number associated with his/her non-libero jersey. If this is the case, the head coach must declare this information with the site director when checking in as present for the tournament.   We also understand that a player may have her “home” jersey with one number and the “away” jersey with another number. If this is the case, the head coach must declare this information at check in. THIS CANNOT OCCUR WITH THE OFFICIAL WHEN THE OFFICIAL IS CHECKING THE ROSTER PRIOR TO COMPETITION.

Site Director will need the following:
-           age division of team
-           name of team
-           coach of team declaring information
-           name of player who has jersey discrepancy due to being a libero
-           site director updates the rosters and coach initializes the roster

Lost and Found

Each site will have its own lost and found. 

Lost cell phones, computers, etc... will be stored securely with NCR event staff. Please ask the site director at the location about these items.

At the conclusion of the tournament, lost and found items will remain at the site. Please contact school/facility personnel to inquire about a lost item.

Officiating - Work Teams

Certified USA Volleyball officials will serve as R1's for this event.  The work team for a match will need to provide the following personnel:

  • A coach on the work team roster needs to be present at the court his/her team is working
  • R2  - must be a rostered coach
  • Score Sheet 
  • Libero Tracker
  • Score Flipper
  • 2 line judges

Non-rostered personnel may be allowed to work on the officiating Team, with the exception of the R2 position, provided they can provide documentation that they are registered with a Region of USAV to include a current membership, cleared background screening, and is SafeSport trained, as well as have the appropriate certifications. 

It is the team's responsibility to know its work assignment(s). Prior to leaving the facility for the day, refer to AES to determine the team's next work assignment and competition assignment.  It is not the responsibility of the USA Volleyball certified officials nor the site directors to know a team's work schedule. Should an event staff worker errantly confirm that a team can leave a facility and therefore the team misses the work assignment, the team is ultimately responsible for confirming its schedule.

Available at each site, free of charge.

Players - Know Before You Go

Entry Into Event as Participant: must be in team jersey. If not in team jersey, then a spectator ticket will need to be purchased.

Athletes Turning 18 During Season
To be eligible for this tournament, players who are in the 18 age division must have SafeSport training completed. If a player is in 17s age division but plays on an 18s age division team, SafeSport is not needed for that player.

Uniform and Jersey Number
Each player is required to wear the same jersey number as listed on the official roster through the entire NCRQ, with limited exceptions as required by emergency or blood rule applications.

Official Roster
Each player is required to be listed on the official roster throughout the entire event. If a player is found participating and is not on the official roster, penalty protocol will follow USA Volleyball Championship Manual (reference page 25).

Prohibited Items

North Country Region and the facilities being utilized for the Region Qualifier prohibit the following inside the school/facility/gym:

  • coolers
  • personal chairs/lawn chairs/etc..
  • laser pointers
  • firearms, weapons of any kind
  • noise makers
  • bullying
  • unsportsmanlike behaviors and actions

Violation can result in expulsion, without refund, from the tournament.

Safety

Our first priority is ALWAYS the safety of our attendees and participants! With the recent uptick in incidents at large-scale events nationwide, we are implementing increased security measures.
This is a private event and organized under the rules and policies of USA Volleyball. Adults working with minor age athletes will meet safety requirements of USA Volleyball.

Only eligible participants, on an official SportsEngine USA Volleyball roster, will be allowed to be on the team bench and meet work team duties.

Spectators are required to show proof of ticket purchase and appropriate photo ID for entry and subsequent re-entry into the event.

Event Staff may remove any participant or spectator from the venue for inappropriate or dangerous behavior. Refunds will not be provided if removal occurs.

Spectator Tickets

CREDIT CARD TICKET PURCHASE ONLY/NO CASH SALES
Opens Sunday, March 3 at 9:00 am CT.

Ticket can be used for entry at any site.

TICKET REFUND POLICY:
- tickets are not transferable
- requests for unused ticket can be made after the conclusion of the event by Noon, Monday, March 11 to email tournaments@ncrusav.org
- credit card dispute for any used or unused ticket may result in team  or player suspension until dispute is cleared
